the solution is: 

1. Open the properties of the file or folder that will be in Share

2. Permission --> Security ---> Edit ---> Add

3. Typing in the empty box under the word "EVERYONE" without the quotes

4. Then click OK and OK to return to the first reply Properties

5. SHARING Open tab ---> Advanced Sharing ---> Permissions and select EVERYONE and under the control set as desired, FULL CONTROL to another PC can completely change the files in the other PC. READ to another PC can only copy but can not delete or change. Then OK

6. Before the final OK, tick tick for SHARE THIS FOLDER

7. Done
